On 1 June 2023, the Cabinet of Ministers approved the proposals prepared by the Ministry of Foreign Affairs for Latvia’s involvement in the reconstruction of Ukraine in 2023, setting out specific support measures for the reconstruction of Chernihiv Oblast.
It is planned that Latvia will provide support for the reconstruction of the social infrastructure of Chernihiv Oblast – educational institutions, health care facilities – to facilitate the return of the population and the continuity of economic activities. The projects already launched in 2022 and highly appreciated by Ukrainian partners will also be continued. The projects include the establishment of two women’s support centres in Chernihiv Oblast and support for housing rehabilitation in the village of Yahidne in Chernihiv Oblast. Given that Ukrainian officials have requested support for the development of a reconstruction plan for Chernihiv Oblast, appropriate Latvian experts will be involved in both the planning and supervision of the reconstruction process.
Latvia’s involvement in the reconstruction of Ukraine is based on the needs of Ukraine, in particular Chernihiv Oblast, as well as taking into account Latvia’s capacities, existing practices and priority areas for development cooperation. In 2023, support will be provided in close cooperation with Ukrainian partners and in line with the needs identified by Ukrainian officials. In 2023, the Ministry of Foreign Affairs is to reallocate EUR 3 103 300 for its involvement in Ukraine’s reconstruction, of which EUR 3 000 000 will be allocated for the reconstruction of Chernihiv Oblast, and EUR 103 300 for the deployment of a Latvian expert to the European Commission to work on reconstruction issues.
The Ministry of Economics will prepare an information report by 30 June 2023 with detailed information on the modalities and procedures for providing support for the involvement of Latvian entrepreneurs in the reconstruction of Ukraine.
The information report of the Ministry of Foreign Affairs “The Involvement of Latvia in the Reconstruction of Ukraine”, approved by the Cabinet of Ministers on 6 September 2022, states that Latvia will be involved in the reconstruction of Chernihiv Oblast (Ukraine) as a priority. The Law on the State Budget for 2023 and Budget Framework for 2023, 2024 and 2025 provides for funding of EUR 5 110 877 for Latvia’s involvement in the reconstruction of Ukraine in 2023.
