At the European Political Community Summit in Granada on October 5th, President Ursula von der Leyen announced additional emergency and long-term support measures for Armenia.
“The EU stands by Armenia. We are doubling our humanitarian support to alleviate the plight of the 100,000 displaced Karabakh Armenians. And we are channelling more budget support towards the Armenian State. The EU remains fully committed to supporting the negotiations with Azerbaijan and facilitating the dialogue,” said President von der Leyen.
The President has announced several measures to provide aid and support to Armenia.
The Commission will increase its humanitarian aid by more than double, adding €5.25 million to the previously announced €5.2 million.
The Commissioner for Crisis Management, Janez Lenarčič, will visit Armenia to assess the situation and discuss further support under the EU Civil Protection Mechanism.
The EU4Peace program will receive an additional €800,000 to support emergency assistance, confidence-building measures, and balanced media outlets.
The Commission will mobilise funding under annual programs to allocate €15 million to Armenia, which can be used as budget support to address socio-economic needs and purchase food and fuel.
The TAIEX and Twinning programs will also provide technical assistance to address air safety and nuclear safety issues.
The Commission is working on further support through the Economic and Investment Plan (EIP), which can provide up to €2.6 billion in investments, including infrastructure support. The EIP has already delivered over €413 million in assistance, including to the Syunik region for social protection and sustainable energy solutions.
The Commission will also support Armenia’s involvement in regional projects, particularly the Black Sea electricity cable project with Azerbaijan, Georgia, Hungary, and Romania.
