Large consensus in the new Parliament’s committees

MEPs of the Committee on Budgets elect their bureau.

Today, the members of the 20 committees and the four subcommittees of the European Parliament, representing a diverse range of political affiliations, elected the committee bureau (Chair and up to four Vice-Chairs) for a two-and-a-half-year mandate. Chairs were elected from the EEP, S&D, ECR, Renew Europe, the Left, and the Greens, isolating the far-right Patriots for Europe (PfE).

Members of Parliament are divided into 20 specialised standing committees to prepare for plenary sittings. Each Committee consists of 25 to 90 MEPs, including a chair, a bureau, and a secretariat. The political composition of the committees mirrors that of the plenary assembly. Seven of the 20 Committee Chairs elected today belong to the EPP, five to the S&Ds, three to ECR, and two to Renew Europe, the Left, and the Greens. The EPP, Renew, the Left, and the Greens also elected the Chairs of the 4 Subcommittees. 

After Fidesz abandoned the EPP, the group had no members from Hungary. Today, three members of the newly established Respect and Freedom Party (TISZA) made their mark by being elected vice-chairs.

The list of the new Chairs and vice-chairs of the committees is as follows.

The Committee on Constitutional Affairs elected Sven Simon (EPP, DE) as its Chair, as well as First Vice-Chair Gabriele Bischoff (S&D, DE), Second Vice-Chair Adrián Vazquez Lazara(EPP, ES), Third Vice-Chair Charles Goerens (Renew, LU), and Fourth Vice-Chair Péter Magyar (EPP, HU). Candidates were elected by acclamation, except for the Fourth Vice-Chair, who received 18 votes in favour, five against, and one abstention in a secret electronic ballot.

Borys Budka (EPP, Poland) was elected Chair of the Industry, Research and Energy (ITRE) committee. 1st Vice-Chair: Tsvetelina Penkova (S&D, BG), by acclamation; 2nd Vice-Chair: Elena Donazzan (ECR, IT), elected by 47 votes to 24, with 17 abstentions; 3rd Vice-Chair: Giorgio Gori (S&D, IT), elected with 66 votes – against 21 to Julie Rechagneux (PfE, FR); 4th Vice-Chair: Yvan Verougstraete (Renew, BE), by acclamation. During the tenth legislature, the ITRE committee will have 90 members.

Women’s Rights and Gender Equality Committee elected Lina Gálvez (S&D, Spain) as Chair and 1st Vice-Chair Dainius Žalimas (Renew, Lithuania) by acclamation; 2nd Vice-Chair: Irene Montero (The Left, Spain) by acclamation; 3rd Vice-Chair: Rosa Estaràs Ferragut (EPP, Spain) by acclamation; 4th Vice-Chair: Predrag Fred Matić (S&D, Croatia) by acclamation.

Development Committee elected Barry Andrews (Renew Europe, Ireland) as Chair and Isabella LÖVIN (Greens/EFA, Sweden) as the Committee’s First Vice-Chair by acclamation; Hildegarde BENTELE (EPP, Germany) as Second Vice-Chair, by acclamation; Abir AL-SAHLANI (Sweden, Renew Europe) as Third Vice-Chair, by 16 votes in favour, eight against, and one abstention and Robert BIEDROŃ (S&D, Poland) as Fourth Vice-Chair, by acclamation.

Environment, Public Health and Food Safetyelected Antonio Decaro (S&D, IT) as its Chair, alongside First Vice-Chair: Esther HERRANZ GARCÍA (EPP, Spain) – by acclamation; Second Vice-Chair: Pietro FIOCCHI (ECR, Italy) – elected by secret ballot with 52 votes in favour, 25 against, 12 abstentions; Third Vice-Chair: Anja HAZEKAMP (The Left, Netherlands) – by acclamation and Fourth Vice-Chair: András Tivadar KULJA (EPP, Hungary) – elected by secret ballot with 64 votes in favour – while Jorge BUXADÉ VILLALBA (PfE, ES) received 24 votes in favour.

Committee on Economic and Monetary Affairs elected Aurore Lalucq (S&D, FR) Chair by acclamation. 1st Vice-Chair: Damian Boeselager (Greens/EFA, DE); 2nd Vice-Chair: Ludovit Odor (Renew, SK), acclamation; 3rd Vice-Chair: Ludek Niedermayer (EPP, CZ), acclamation; 4th Vice-Chair: will be elected at a forthcoming meeting

Committee on Employment and Social Affairs elected by acclamation Li ANDERSSON (The Left, FI) as Chair. 1st Vice-Chair: Johan DANIELSSON (S&D, SE) by acclamation; 2nd Vice-Chair: Jagna MARCZUŁAJTIS-WALCZAK (EPP, PL) by acclamation, 3rd Vice-Chair: Katrin LANGENSIEPEN (Greens/EFA, DE) by acclamation. The fourth Vice-Chair will be elected in the next meeting of the Committee on 4 September 2024.

Culture and Education (CULT) elected Nela Riehl (Greens/EFA, DE) as committee Chair by secret electronic vote: 18 votes in favour, 11 against and one abstention. 1st Vice-Chair: Bogdan Andrzej Zdrojewski (EPP, PL), by acclamation; 2nd Vice-Chair: Emma Rafowicz (S&D, FR), by acclamation; 3rd Vice-Chair: Diana Riba I Giner (Greens/EFA, ES), by acclamation and 4th Vice-Chair: Hristo Petrov (Renew, BG), by acclamation.

Budgetary Control (CONT) elected Niclas Herbst (EPP, DE) as committee Chair for the first half of the legislature. MEPs also elected Caterina Chinnici (EPP, IT), Cristian Terheş (ECR, RO) and Claudiu Manda (S&D, RO) as Vice-Chairs. The 4th Vice-Chair will be elected at a forthcoming meeting.

Carmen CRESPO DÍAZ (EPP, Spain) was elected Chair of the Committee on Fisheries by acclamation. Sander SMIT (EPP, NL; first vice-chair) by acclamation; Giuseppe Milazzo (ECR, IT; second vice-chair) by secret ballot with 16 votes in favour, five against and six abstentions; Stéphanie YON-CURTIN (Renew, FR third vice-chair) by secret ballot with 20 votes in favour, while France Jamet (PfE, FR) received five votes in favour and Jessica POLFJÄRD (EPP, SV; fourth vice-chair) by acclamation

Committee on Petitions

The Committee elected Mr Bogdan RZOŃCA (ECR, Poland) as its new Chair with 17 votes in favour, 16 against, and one abstention. The Committee also elected Ms Dolors MONTSERRAT (EPP, Spain) as the first Vice-Chair; Mr Fredis BELERIS as the second vice-chair (EPP, Greece); Mr Nils UŠAKOVS as the third vice-chair (S&D, Latvia) as the fourth Vice-Chair; and Ms Cristina GUARDA (Greens/EFA, Italy) as the fourth vice-chair.

Adrian-Dragoș Benea (S&D, RO) was elected Chair of the Regional Development Committee (REGI). MEPs also elected 1st Vice-Chair: Gabriella Gerzsenyi (EPP, HU) by acclamation, 2nd Vice-Chair: Nora Mebarek (S&D, FR) by acclamation, 3rd Vice-Chair: Francesco Ventola (ECR, IT) – elected by 21 votes for, 11 against and seven abstentions. 4th Vice-Chair: Ľubica Karvašová (Renew, SK) – elected by 28 votes against another candidate, Rody Tolassy (PfE, FR), who received 12 votes in favour.

Ilhan Kyuchyuk (Renew, BG) was elected Chair of the Legal Affairs Committee by acclamation. JURI committee MEPs also elected 1st Vice-Chair: Marion Walsmann (EPP, DE) – by acclamation; 2nd Vice-Chair: Mario Mantovani (ECR, IT) – elected by 13 votes for, nine against and two abstentions; 3rd Vice-Chair: Lara Wolters (S&D, NL) – elected by 13 votes for, nine against and two abstentions against another candidate Juan Carlos Girauta Vidal (PfE, ES) and 4th Vice-Chair: Emil Radev (EPP, BG) by acclamation.

Transport and Tourism Committee (TRAN) elected Elissavet Vozemberg-Vrionidi (EPP, GR) as Chair by secret electronic vote. 1st Vice-Chair: Virginijus Sinkevičius (Greens, LT); 2nd Vice-Chair: Sophia Kircher (EPP, AT); 3rd Vice-Chair: Elena Kountoura (Left, GR); 4th Vice-Chair: Matteo Ricci (S&D, IT).

By acclamation, Javier Zarzalejos (EPP, Spain) was elected as the new Chair of Civil Liberties, Justice and Home Affairs. MEP Zarzalejos has been a member of the Committee since 2019. Next, the Committee elected its Vice-Chairs: 1st Vice-Chair: Marina Kaljurand (S&D, Estonia) – 49 votes, 25 for candidate Marieke Ehlers (PfE, Netherlands); 2nd Vice-Chair: Charlie Weimers (ECR, Sweden) – 37 votes in favour, 34 against, two abstentions; 3rd Vice-Chair: Alessandro Zan (S&D, Italy) – 51 votes in favour, 17 against, six abstentions and 4th Vice-Chair: Estrella Galán (The Left, Spain) – 46 votes in favour, 24 against, two abstentions.

Committee on Budgets elected Johan Van Overtveldt (ECR, BE) with 32 votes in favour, one against and seven abstentions. 1st Vice-Chair: Monika Hohlmeier (EPP, DE), elected by acclamation; 2nd Vice-Chair: Giuseppe Lupo (S&D, IT), elected by acclamation; 3rd Vice-Chair: Janusz Lewandowski (EPP, PL), elected by acclamation; 4th Vice-Chair: Lucia Yar (Renew, SK), who obtained 28 votes, against candidate Angéline Furet (PfE, FR), 11 votes (39 votes cast, no abstentions)

Internal Market Committee reelected Anna Cavazzini (Greens, Germany), who also served as the Chair of the Internal Market and Consumer Protection Committee during the last term on 26 October 2020. 1st Vice-Chair: Christian Doleschal (EPP, Germany) – by acclamation; 2nd Vice-Chair: Nikola Minchev (Renew, Bulgaria) – by acclamation; 3rd Vice-Chair: Maria Grapini (S&D, Romania) – by acclamation; 4th Vice-Chair: Kamila Gasiuk-Pihowicz (EPP, Poland) – by acclamation.

David MCALLISTER (EPP, Germany) has been reelected by acclamation as Chair of the Foreign Affairs Committee. MEPs also elected 1st Vice-Chair Hana JALLOUL MURO (S&D, Spain), 2nd Vice-Chair Urmas PAET (Renew, Estonia), 3rd Vice-Chair Alberico GAMBINO (EC, Italy), and 4th Vice-Chair Ioan-Rareș BOGDAN (EPP, Romania).

Agriculture and Rural Development (AGRI)elected Veronika Vrecionová (ECR, CZ) as committee Chair. MEPs also elected Daniel Buda (EPP, RO), Norbert Lins (EPP, DE), and Eric Sargiacomo (S&D, FR) as Vice-Chairs. The 4th Vice-Chair will be elected at a forthcoming meeting. The vote on the AGRI Committee Bureau took place by secret electronic ballot.

International Trade (INTA) reelected Bernd Lange (S&D, DE) as Chair. Trade MEPs also elected Manon Aubry (The Left, FR) by acclamation, Iuliu Winkler (EPP, RO) by acclamation, Karin Karlsbro (Renew, SE) by acclamation, and Kathleen Van Brempt (S&D, BE) by acclamation.

MEPs also elected the Chairs and Vice-Chairs of the four Subcommittees.

The Subcommittee Public Health elected Adam Jarubas (EPP, PL) as its Chair by acclamation, alongside First Vice-Chair: Tilly METZ (Greens/EFA, Luxembourg) – by acclamation; Second Vice-Chair: Stine BOSSE (Renew, Denmark) – by acclamation; Third Vice-Chair: Romana JERKOVIĆ (S&D, Croatia) – by acclamation and Fourth Vice-Chair: Emmanouil FRAGKOS (ECR, Greece) – elected by secret ballot with 18 votes in favour, five against, six abstentions.

Human Rights Subcommittee elected Mounir Satouri (Greens/EFA, France) as Chair. The members of the subcommittee elected two subcommittee Vice-Chairs by acclamation: Marta Temido (S&D, Portugal) and Łukasz Kohut (EPP, Poland). The third and fourth vice-chairs will be elected at a forthcoming meeting.

The Subcommittee on Tax Matters elected Pasquale Tridico (The Left, IT) as Chair, Kira Peter Hansen (Greens/EFA, DK) as 1st Vice-Chair, Regina Doherty (EPP, IE) as 2nd Vice-Chair, Markus Ferber (EPP, DE) as 3rd Vice-Chair, and Matthias Ecke (S&D, DE) as 4th Vice-Chair.

Finally, Marie-Agnes Strack-Zimmerman (Renew Europe, Germany) will Chair the Subcommittee on Security and Defence. MEPs also elected Christophe Gomart (EPP, France) as the Subcommittee’s First Vice-Chair, with Mihai Tudose (S&D, Romania), Alberico Gambino (ECR, Italy), and Riho Terras (EPP, Estonia) chosen to serve as Second, Third, and Fourth Vice-Chairs, respectively.
